The purpose of this Note is to explore the possibility of identifying a common framework for the reception of asylum-seekers in the context of individual asylum systems. These should be applicable globally, even given the inevitability of disparate approaches to asylum-seekers among countries and between regions. It is hoped that the discussion will also allow UNHCR [Office of the United Nations High Commissioner for Refugees] to finalize a set of guidelines on core reception standards, which would then be offered to States to work with or adapt to their particular circumstances, albeit in a manner which respects international human rights and refugee protection imperatives. L'objet de cette note est d'étudier la possibilité d'identifier un cadre commun pour l'accueil des demandeurs d'asile dans le contexte des différents systèmes d'asile. Les normes établies doivent être applicables au niveau universel, même compte tenu du caractère inéluctable des approches distinctes face aux demandeurs d'asile entre les pays et même entre les régions. On espère que la discussion permettra également au HCR [Haut Commissariat des Nations Unies pour les réfugiés] de mettre la dernière main à un ensemble de principes directeurs sur les normes fondamentales en matière d'accueil qui sera alors proposé aux États aux fins de travail ou d'adaptation à leurs circonstances particulières, d'une manière toutefois qui respecte les principes internationaux des droits humains et les impératifs en matière de protection des réfugiés. El Jefe de la Sección de Políticas de Protección y Asesoramiento Jurídico del Departamento de Protección Internacional (DPI) presentó una nota de antecedentes sobre la recepción [...], dirigida a definir los elementos de un posible marco común para la recepción de los solicitantes de asilo, que podría ser adoptado en forma de una conclusión del Comité Ejecutivo. Hizo votos por que el debate también permitiese al ACNUR [Oficina del Alto Comisionado de las Naciones Unidas para los Refugiados] ultimar una serie de directrices generales sobre normas mínimas básicas de recepción, que los Estados podrían posteriormente aplicar o adaptar a sus circunstancias particulares.
